The Department currently acquires 100% of its demand for 5 MIL and 6 MIL nitrile gloves from domestic manufacturers. However, nitrile butadiene rubber (NBR)—the essential raw material used in the production of nitrile gloves and comprising between 70% to 90% of the total raw material content—is not produced or manufactured in the United States in sufficient and reasonably available commercial quantities or of satisfactory quality. As such, NBR must be sourced from foreign suppliers.
