Procurement Summary

The National Institute of Standards and Technology, Physical Measurement Laboratory, Sensor Science Division, Temperature and Humidity Group (THG) is developing a high pressure humidity generator for the calibration of hygrometers at pressures up to 7 MPa. This generator will need a check standard to validate the humidity standards produced by this generator. This project is being pursued to satisfy the needs of customers that need calibration of hygrometers at high pressures, and the generator will be used as part of NIST measurement services. The principal requirement of this check standard is that it measure dew/frost point with the accuracy of a chilled-mirror hygrometer (reproducibility of 50 mK).

Waiver Rationale Summary

Consistent with market research results, no domestic product has been identified that can meet the Government's requirements. The required high pressure chilled mirror is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities, of satisfactory quality.
