Procurement Summary

A helium leak detector is used in conjunction with dry helium gas as a tracer gas to locate and measure very small leaks in an enclosed device or systems. The helium leak detector is connected into the system/device and used to pump down into a vacuum. Dry helium gas is applied around connections, welds, access points, and ports. When there is a leak present and the helium is applied to the location of the leak, the leak detection system will indicate that it is picking up helium, which helps you locate and fix leaks in the systems/devices.

Waiver Rationale Summary

The Government's minimum requirements for one (1) helium leak detector are not produced or manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality to meet mission requirements. Domestic offers not available and award will be made on other than a qualifying country or eligible end product as defined in FAR 25.001. The (articles, materials, or supplies) are not contained in the list of end products or components listed in FAR 25.104(a), and do not meet the requirements DFARS 225.103(b) (iii). The Government's minimum requirements for one (1) helium leak detector (HLD MD30) are not produced or manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality to meet mission requirements. Domestic offers were insufficient to meet the requirement and award will be made on other than a qualifying country or eligible end product as defined in FAR 25.001. The (articles, materials, or supplies) are not contained in the list of end products or components listed in FAR 25.104(a), and do not meet the requirements DFARS 225.103(b) (iii). The Air Force - Lab, requires the procurement of one (1) helium leak detector (HLD MD30). This helium leak detector is unique based on sixteen mandatory requirements; 1. Sensitivity should be 5x10-12 mbar•L/s, 5x10-12 atm•cc/s, 5x10-13 Pa•m3/s 2. The user interface should have a 21 cm (8.4 inch) or larger touch screen 3. The user interface system should have English as a selectable language 4. The weight of the complete system should not exceed 200 lbs 5. The pumping speed should be 30 m^3/h (18 cfm) 6. The primary pump should be a dry scroll pump. 7. The system should not contain a pumping system that requires oil to operate (IE a rotary vane pump) 8. The form factor should be an all-in-one cart mounted mobile system 9. Communications interface should include at a minimum Analog output and serial communications. 10. Calibration should be automatic and should be able to be calibrated both internally and externally. Calibration should be able to be checked while in test. 11. The helium detection system should allow for the following types of testing: 1. Sniffing, 2. Helium spray, 3. Auto sequencer, 4. High sensitivity, 5. Split flow 6. Parts per million sniffing 12. Helium leak detection system should include a power probe sniffer with a 25ft hose 13. Helium leak detection system should include a helium spray probe kit. 14. Test port on the helium leak detection system should be a standard KF-25 fitting 15. Helium leak detection system must have end user replaceable helium NIST test cells. 16. Helium leak detection system must have push button auto zero function This low-dollar and unique research device requires a leak detector to detect and prevent leaks to keep it fully operational in support of The AF Lab- Department of Engineering Physics projects.
