Waiver Rationale Summary

Military Sealift Command requires Furuno Echo Sounder Parts. A sources sought notice was not issued on sam.gov. Known vendors who could supply these parts were previously identified during market research. A combined synopsis/solicitation was issued in accordance FAR Part 13 Simplified Acquisition Procedures. The solicitation was posted to SAM.gov as other than full and open competition. Multiple quotes were received from authorized distributors. Furuno Echo Sounder Parts are manufactured in South Korea. No offer for a domestically manufactured product was received. Based on the results of the market research and the results of the posted solicitation, it is determined that an item which meets the Government’s need is not produced or manufactured in the United States in sufficient and/or reasonable available commercial quantities and of a satisfactory quality. A domestically manufactured items is not available to meet MSC's need. It is hereby determined, consistent with FAR 25.103(b), that these items are not domestically available.
