Firm-fixed-price, single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract 1305M222DNWWG0002 was awarded on October 19, 2021 to Vaisala for their model number RS41 radiosonde, operating at 403 Mhz, that allows the National Weather Service (NWS), Office of Observations, to accomplish its mission of acquiring upper-air data that is essential for weather forecasts, research, and historical climatology. Contract 1305M222DNWWG0002 was awarded as a sole source follow-on requirement to continue to provide the model number RS41 radiosonde. Vaisala is the exclusive distributor and manufacturer of the model number RS41 radiosonde. Due to its proprietary nature, the model number RS41 radiosonde is the only radiosonde that will interface with the existing MW41 tracking system, previously competitively acquired under contract 1305M221CNWWG0004. Using an alternative radiosonde is not feasible due to technical interoperability of multiple existing systems nationwide, which would negatively impact accuracy of forecasts, specifically to critical weather watches and warnings.
Waiver Rationale Summary
The current multi-procurement waiver for contract 1305M222DNWWG0002 expired in August 2024. With no changes in mission or need since contract award, the new multi-procurement waiver is being requested for the remainder of the contract period of performance, until September 30, 2031. The Government anticipates ordering 17,641 radiosondes per year, at an estimated annual cost $2.2M. Although only foreign-manufactured items were offered and selected for this procurement, NWS program management continues regular market research of radiosonde manufacturers to stay well informed of current and future products and technology enhancements. If compatible domestic radiosondes sources are identified, NWS will consider these sources and assess capabilities to determine whether any emergent manufacturers can meet mission requirements. As of the date of this waiver, none exist. Market research has been continuous since contract award. Efforts to identify domestic sources have been conducted by multiple agencies with no sources identified. It is unlikely that market conditions will change during the duration of the waiver due to the nature of a niche community of weather sensor manufacturers despite government efforts to identify responsible and capable sources.
