Achieve deep energy savings in multiple locations by completing energy conservation measures (ECM) including energy efficient lighting upgrades in 5 Federal Buildings. ECM Lighting Improvements replaces or retrofits Light-Emitting Diode (LED) light bulbs. LED screw-in light bulbs GU5.3 and GU24 base identified as having “Edison Screw Bases “ or “E” style base.

Waiver Rationale Summary

A waiver for this procurement is needed to procure LED light bulbs with GU5.3 and GU24 Edison type screw-in bases from Taiwan because there is not an acceptable alternative to meet energy reduction (savings) requirements necessary in this ESPC contract. There are no known products made, manufactured, built, or assembled in the USA in sufficient quantities to meet the requirement of this contract.
