Procurement Summary
Marine Operations needs to procure five (5) fire-rated A-60, lever-type, quick-acting, watertight hatches to replace units on the NOAA’S OSCAR DYSON, BELL SHIMADA, PIECES, BIGELOW, and REUBEN LASKER. Hatches must be type-rated A-60, and certified by American Bureau of Shipping (ABS) or Det Norske Veritas (DNV). Hatches will function as a part of the vessel’s watertight boundary and ABS/DNV certification and type rating is required to maintain vessel’s ABS certification as a survey class vessel. The source of the materials used in the manufacture of this product is unknown. These products are not manufactured in the United States in sufficient or reasonably available commercial quantities nor satisfactory quality.
Waiver Rationale Summary
The vessel’s engineering team needs to procure five (5) replacement Libra-Plast (or equivalent) watertight, fire-rated, quickacting, lever type hatches for hatches on the vessel that have failed. The original hatches were made by Libra-Plast, a Norwegian- owned company producing maritime hatches and hatches. Libra-Plast maintains ABS and DNV type ratings and certifications on their watertight hatches. No domestic manufacturer could be found that makes a fire-rated, quick-acting, lever type watertight hatch (The original hatches were purchased by a contractor making repairs to the ship). Delivery date for the hatches is NLT 01 Aug-2024 to coincide with each vessel’s scheduled repair period. Expected value with delivery is $75k. It’s unknown if Libra-Plast uses any American-made components or materials in the construction of their hatches.
