Procurement Summary

As part of our research on photonic integrated circuits for sensing and signal processing, we are developing on-chip electro-optic devices including modulators. Wafers for nanofabrication are needed that have thin-film, single crystal lithium niobate on top of an insulating layer, where specific geometric, material and surface quality specifications are required. The Contractor shall deliver a quantity of 10 LNOI wafers per the specifications set forth in the NIST requirements document.

Waiver Rationale Summary

Consistent with market research results, no domestic product has been identified that can meet the Government's requirements. The required LNOI wafers are not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities, of satisfactory quality.
