Semiconductor Parameter Analyzer
Waiver type - Procurement: Nonavailability
Agency: NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (1341) • Product Service Code (PSC) : 6640 | Last Modified: 07/30/2025
Procurement Summary
The National Institute of Standards and Technology, Physical Measurement Laboratory (PML), Nanoscale Device Characterization Division (NDCD), Advanced Electronics Group (AEG) requires a semiconductor parameter analyzer (SPA) for use in measuring current and voltage and capacitance of various types of semiconductor devices. The SPA allows for electrical characterization of a variety of power devices as well as an assessment of obstacles which limit device performance and reliability. The procurement expands our existing analyzer capability to better suit our influx of characterization needs. The SPA will pair with NIST's recent acquisition of a semiautomated probe station. The SPA will be used to aid in the characterization of a wide variety of samples with the goal of solving fundamental device/materials problems in the field of power electronic devices and circuits. Results from this apparatus will contribute to the advancement of solid-state power electronics technologies beyond silicon.
Waiver Rationale Summary
Consistent with market research results, no domestic product has been identified that can meet the Government's requirements. The required semiconductor parameter analyzer is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities, of satisfactory quality.
