Procurement Summary

Fermentation Nutrients Ingredients (FNI) 205 is a primary yeast product manufactured by Lallemand Bio-Ingredients USA, LLC (UEI: DVU8RZLRX4J9). The FNI 205 Yeast is a crucial ingredient needed in the production of the Mexican fruit fly artificial diet for both the fertile adult fly used for both egg collection and for the irradiated sterile fly that is used for release in the quarantine areas. FNI 205 Yeast provides the much-needed protein to assist in the development of the fly. There is currently no alternative diet ingredient for this product and without it available, this can cause a major work decrease in production and/or stoppage due to low egg production and collection. It is mission essential because it is needed in the production of the Sterile Insect Technique - Mexican fruit fly to protect the citrus industry from wild incursions of Anastrepha ludens. The Mexican fruit fly, Anastrepha Ludens (Loew) is a destructive fruit fly that is native to Mexico and Central America but is not endemic to the United States. The Mexican fruit fly attacks more than 45 commercial varieties of fruits and vegetables as described in the revised federal host list. The United States Department of Agriculture is conducting an eradication program using sterilized Mexican fruit flies as a means of population control. Without such program the invasive fruit fly would flourish, decimate the citrus industry, and prohibit or restrict the movement of interstate commerce.

Waiver Rationale Summary

One of the key components in the rearing process of Mexican fruit fly, Anastrepha ludens (Lowe) is the consistent production of high quality and quantity of eggs. This is achieved through the use of an adult diet formula consisting of hydrolyzed yeast and sugar. The yeast extract must be of high quality and free of contaminants in order to meet fly production requirements. The yeast must meet the following specifications: FNI 205 Moisture < 6% pH (2% solution 5 – 6 Protein (N X 6.25 on DM > 47% Salt (NaCl) on DM < 3% Total Plate Count < 10000 CFU/g Yeast < 50 CFU/g Molds < 50 CFU/g Coliforms < 10 CFU/g E. coli Not detected/g S. aureus (Coag +) Not detected/g Salmonella Not detected/25g The yeast must produce an egg hatch rate at a minimum of 80% to around 90%. The current yeast is producing a hatch rate between 85%-95%. This is the standard needed for good quality eggs.
