Market research was conducted by both the program office and contracting activity office. The contracting activity office searched the internet and posted a request for quotations on SAM.gov. It was determined that the requested product was manufactured in France. GSA, dynamic small business search, Unicor, AbilityOne resulted in no small businesses capable of supplying the required or like Falcon Vibration Meter being found. FPDS-NG search found no Falcon Vibration Meter. There were no Made in America Waivers for this product as of April 2025. Use of Competition: Request for quote 100% small business set aside 12805B25Q0095 was posted to SAM.gov from 05/06/2025 to 05/20/2025 and yielded 37 quotes. Of those quotes, only five (5) provided all of the necessary documentation, per the solicitation submission requirements. The only domestically available product was evaluated for technical acceptance and did not meet many of the technical requirements. The other four (4) quotes are all for the same product that is made in France. The lowest quote from VCLOUD GOV INC. was evaluated to be technically acceptable. An Amendment to the RFQ was issued, opening the solicitation unrestricted to allow for a final attempt to find a domestic end product. An additional 10 quotes were received, however these quotes did not provide a vibration meter manufactured within the US. The solicitation is not at a dollar value where the non-manufacturing rule would apply. The small business could have offered domestic end products as a reseller and the only one received did not meet the technical standards. As a result of the market research and competition, it is requested that a waiver is approved for this Falcon Vibration Meter, as no US-made products were found.
