Procurement Summary

The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Institute of Neurological Disorders and Stroke (NINDS) Delegated Office of Acquisition (DOA) is requesting approval for an exception to the Buy American Statute (BA) for the Kinetix22 Scientific CMOS Camera. The National Institute of Neurological Disorders and Stroke (NINDS) is part of the NIH and researches the causes, treatment, and prevention of neurological disorders and stroke. Its mission is to seek fundamental knowledge about the brain and nervous system and use that knowledge to reduce the burden of neurological disease. This acquisition is to purchase the Kinetix22 Scientific CMOS Camera for the Inherited Neurodegenerative Diseases Section (INDS). Kinetix22 Scientific CMOS Camera emerges as the optimal solution, offering features tailored to advanced microscopy applications. The Kinetix22 Scientific CMOS will be seamlessly integrated into the existing Nikon Ti epifluorescent microscope utilized by the INDS lab, thereby enhancing its imaging capabilities for studying human stem cell-derived neurons in the context of neurodegenerative diseases. By investing in the Kinetix22 Scientific CMOS Camera, the laboratory can accelerate its research progress, enhance data quality, and gain deeper insights into complex mechanisms underlying neurodegenerative diseases, ultimately contributing to advancements in biomedical science. The Kinetix22 Scientific CMOS Camera will be attached to a current Nikon epifluorescent microscope and will replace an outdated camera that does not have sufficient sensitivity for modern imaging requirements. The specific experiment that relates to this camera is called an optical pooled screen, in which we use the microscope to determine how cells respond to cellular perturbations associated with neurodegenerative diseases. This microscope was heavily modified and there are no replacement options on the campus that can be used as alternatives.

Waiver Rationale Summary

Based on the findings detailed provided in the market research section, the Kinetix22 Scientific CMOS Camera are not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. Therefore, it is hereby determined, consistent with FAR 25.103(b), that these items are nonavailable.
