Procurement Summary
The purpose of this acquisition is to make upgrades to two of the oldest Nihon Kohden EEG systems used by the NINDS EEG Section, which includes replacing an end-of-life (EOL) PC and camera for one of the Nihon Kohden systems, as well as just the camera for another Nihon Kohden EEG system. These systems are used for video-EEG monitoring in the NIH Clinical Center.
Waiver Rationale Summary
In agreement with the NINDS mission, the NINDS EEG Section contributes diagnostic information and research as it explores the physiologic, anatomic, behavioral, and therapeutic components of epilepsy and other metabolic, genetic and neurologic conditions. In addition, the NINDS EEG Section provides diagnostic resources to support medical care and research activities in the NIH Clinical Center. The existing PC for one of the Nihon Kohden EEG systems is end-of-life and not booting up properly and so is no longer able to be used for EEG monitoring. The same system has an end-of-life camera which needs to be upgraded. Another one of the Nihon Kohden recording systems needs just the camera upgrade for an end-of life camera. The salient characteristics of the EEG system upgrades must include: Dell XE3 PC which is pre-configured to connect with Nihon Kohden EEG system hardware (JE- 207A amplifier and QI 122A input box converter). The Dell XE3 PC is pre-installed with the Nihon Kohden EEG acquisition software (Neurofax v06.50), Digital Video software (DV v08.10), and EEG Database software (Neuroworkbench v08.04), which are proprietary Nihon Kohden software programs required for the upgrade of the existing Nihon Kohden systems, and which no other vendor can provide. The pre-configuration of the Dell XE3 PC by Nihon Kohden, enabling connectivity to the existing 207A amplifier and QI 122A input converter box, cannot be provided by any other vendor. In addition, the upgrade for these systems requires new cameras and microphone systems which will connect with the existing Nihon Kohden EEG systems. The camera must be an AXIS V5925 PTZ Camera, which is the camera currently supported by Nihon Kohden for their EEG systems. The AXIS V5925 PTZ Camera is a broadcast-quality high-definition network camera with 1920x1080 pixel resolution, with up to 60/50 fps, 30x optical zoom, 12x digital zoom, adjustable zoom speeds. The AXIS V5925 PTZ Camera works specifically with the Nihon Kohden EEG system via the Nihon Kohden Digital Video v8.10 software and will not work with the system with any other digital video software. The required microphone system is the NK-MICROPHONE2 includes a Verifact Model A omnidirectional microphone, audio base station, and UL 20J8 E82323 power supply. This microphone system is designed to work with the existing NK EEG systems.
