Procurement Summary
The Production Systems Group (PSG) at NIST specializes in metals-based additive manufacturing (AM) research, aiming to drive advancements in measurement science that enable swift design-to-product transformations. In collaboration with both internal and external scientists, the group diligently develops, analyzes, and implements tailored control and monitoring methods and tools for AM measurement science. To support this aim, a Laser Processing Diffraction Testbed (LPDT) has been developed. The NIST LPDT is a fully custom, open-platform laser powder bed fusion (LBPF) system designed to enhance controls, monitoring, and metrology research. It has a compact/portable design and can conduct experiments under Synchrotron X-ray for diffraction measurements. The purpose of this requirement is to obtain a galvanometer scanner system capable of a combination of accuracy, resolution, speed, acceleration, and repeatability.
Waiver Rationale Summary
Consistent with market research results, no domestic product has been identified that can meet the Government's requirements. The required high-performance galvanometer scanning system is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities, of satisfactory quality.
