Waiver Rationale Summary

The Oxford GeoSpec Nuclear Magnetic Resonance (NMR) P10 Overburden Cell  (and accompanying software) will be part of a existing Oxford GeoSpec 12/53 NMR Rock Core Analyzer system. The GeoSpec NMR P10 Overburden Cell (and accompanying software) allows NETL to reproduce pressures and temperatures that mimic the subsurface, without this cell, NETL can only look at room temperature and pressure conditions. These conditions do not represent the subsurface environment that NETL is targeting for more in-depth research purposes. The cell needs  to be compatable with the Oxford GeoSpec 12/53 NMR Rock Core Analyzer as well as control temperatrue and pressure for NMR measurements; as such, the customer and Contracting Officer has determined, through market research, the OXford GeoSpec NMR P10 Overburden Cell must be purchased to ensure compatibility with the NETL owned Oxford GeoSpec 12/53 NMR Rock Core Analyzer and the  Oxford GeoSpec NMR P10 Overburden Cell  is only available from  Oxford Instruments America, Inc. and Green Imaging Technologies is the only authorized reseller of the GeoSpec product line for Oxford Instruments America, Inc.
