Procurement Summary

NICHD's mission is to lead research and training to understand human development, improve reproductive health, enhance the lives of children and adolescents, and optimize abilities for all. The primary goal of the Sheppard Lab/Unit on Vascular Malformations is to develop more efficacious therapies for patients with lymphatic malformations. Specifically, the research has focused on a subtype of complex lymphatic anomaly, called central conducting lymphatic anomaly (also known as channel type lymphatic malformation), with severe morbidity and mortality. The Sheppard Lab needs this upgrade to add a widefield camera to their Nikon confocal microscope for additional imaging modalities. They have additional members joining the lab with increasing experimental complexity. The confocal microscope sits in a shared microscopy space within NICHD lab in building 10 and will be available for use to other labs if they desire and perform training so this upgrade would therefore, benefit other labs' imaging projects as well. The camera consists of product# 77018310 KINETIX 22 BACK-ILLUM SCMOS CAM C-MT, product# MQD42005 C-DA C-MOUNT/ISO CAMERA ADAPTER 1X, and product# 77010635 NIS-ELEMENTS CAMERA INTEGRATION SET UP. NIKON INSTRUMENTS INC., a Foreign Owned large business, located in Melville, New York, USA and incorporated in Delaware, USA, manufactures the needed Widefield Camera Upgrade.

Waiver Rationale Summary

The needed Widefield Camera Upgrade is considered commercially available off the-shelf (COTS) item(s) as defined in FAR 2.101. The contracting office conducted market research. As a result of this market research, NIKON INSTRUMENTS INC. has been identified as the only source of the required upgrade, and no other upgrade is compatible with our current equipment, therefore we are unable to identify a domestically manufactured item capable of satisfying the Government's needs. Based on the findings detailed above, the Widefield Camera Upgrade from NIKON INSTRUMENTS INC. is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. Therefore, it is hereby determined, consistent with FAR 25.103(b), that these items are non-available.
