He-3 Dilution Refrigerator System
Waiver type - Procurement: Nonavailability
Agency: NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (1341) • Product Service Code (PSC) : 6640 | Last Modified: 09/09/2024
Procurement Summary
The National Institute of Standards and Technology, Physical Measurement Laboratory, Nanoscale Device Characterization Division, Atom Scale Device Group (ASDG) requires a He-3 Dilution Refrigerator System. This equipment is necessary for ASDG's program objective to develop hybrid quantum systems that leverage advanced nanoelectronics and engineered photonics. Specifically, the hybrid quantum system's silicon quantum dot (QD) test devices must be measured with low noise in the small voltage and small current regime. The quantum levels used for hosting quantum information are spaced by a very small amount of energy, requiring a very electrically quiet environment and cold (~10 mK) temperatures, such that these other sources of energy have minimal capacity to corrupt the quantum information.
Waiver Rationale Summary
Consistent with market research and solicitation response results, no domestic product has been identified that can meet the Government's requirements. The required He-3 Dilution Refrigerator System is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities, of satisfactory quality.
