Procurement Summary

Detailed description of the product or service being acquired. The Bruker X-Ray Fluorescence Spectrometer (S2 Puma) can detect elements as light as carbon. The competitor (Malvern) is limited to elements heavier than Fluorine. Limiting to elements lighter than fluorine prevents identification of many minerals of interest in mine dust. This S2 Puma is operable in air, helium purge gas, or vacuum. Elements lighter than Na must be measured in vacuum. Operation in vacuum will enhance the sensitivity for all light elements. Samples can be measured prepared as loose powders, liquids, pressed pellets, or fused beads. Included in this offer are a 20 position X-Y changer, high performance XP EDX detector, touchscreen control, standardless analysis software, general purpose XRF measurement and analysis software, installation, and two days of on-site training. Explanation of why the agency needs the product or service. The Respiratory Health Division, Field Studies Branch conducts field industrial surveys for the Spokane Mining Research Division for inhalation hazards, such as toxic gases, in support of health hazard evaluations and National Occupational Research Agenda projects. No energy dispersive X-Ray Fluorescence Spectrometer other than the Bruker S2 Puma can give NIOSH researchers the flexibility to detect elements as light as Carbon and as Heavy as Americium. This will enable accurate quantification of minerals within mineralogically complex mine dusts and thereby enable the development of a monitor that can accurately quantify respirable crystalline silica in real-time. The development of a real-time silica monitor works toward the Mining Program’s Strategic Intermediate Goal 1.1: Workplace solutions are adopted to reduce miner overexposure to hazardous airborne dust and diesel contaminants. (1) Market Research consisted of:  Searched the following term through the GSA Federal Supply Schedule: “X-Ray Fluorescence Spectrometer” “S2 Puma System” resulted in no contractor for this item.  Market research activities included searching Mandatory Sources: (1) the Federal Prison Industries (UNICOR), no results; (2) Procurement List maintained by the Committee for Purchase from People Who Are Blind or Severely Disabled (AbilityOne), no results; and (3) GSA Advantage Federal Supply Schedule, no results.  A review of sam.gov indicates there are currently no applicable FASCSA orders for CDC and there are currently no internal orders.  A notice of intent to sole source was posted on SAM.gov on 31 July 2024, and no inquiries were received for this posting.  The Bruker X-Ray Fluorescence Spectrometer (S2 Puma) is manufactured in Malaysian or Germany. Because it is the only product suitable for the Spokane Mining Research Division’s needs, there are no domestically manufactured alternatives. The Bruker X-Ray Fluorescence Spectrometer (S2 Puma) is a commercially available off-the-shelf (COTS) item. Bruker AXS LLC is the sole source manufacturer of the X-Ray Fluorescence Spectrometer (S2 Puma), which can detect elements as light as carbon. As such, they are the sole authorized provider of preventive maintenance services for this instrument and the exclusive source for material or service contracts to these instruments. Bruker is not a Small Business under NAICS 541713.

Therefore, it is hereby determined, consistent with FAR 25.103(b), that this item is unavailable.
