Market research was conducted between 7/26/2024 - 7/28/2024. •Market research was conducted by Program Office, Office of Acquisitions, Contracting Officer, and Contract Specialist. • Market research was conducted by: Searched mandatory government sources of supply/services (Ability One), Searched HHS Strategic Sourcing Vehicle, Searched GSA Advantage MAS schedule 334516,A search was conducted on GSA Advantage. Parts of the microscope are available on GSA from the Manufacture Carl Zeiss, however Carl Zeiss confirmed on 7/29/2024 that the microscopes in their entirety cannot be purchased using their GSA contract. No other vendor can provide the microscopes on schedule. Therefore, it has been determined that this requirement cannot be met through GSA Multiple Award Schedules (MAS). • In accordance with FAR Subpart8.002(a)(1) Priorities for Use of Government Supply Sources, research conducted revealed that none of the mandatory Government sources could satisfy this requirement. This product is not offered from internal inventory of our agency or other agencies, not offered by Federal Prison Industries, it is not on the Ability One Procurement Lists, nor on any wholesale supply sources. • The NIH-wide BPA Commodities listing was searched, specifically the vendors under the Medical/Scientific/Instruments section. This list provided vendors that could potentially offer on the open market. However, the BPA holders are distributors only, and not manufactures. The BPA vendors will have the opportunity to quote on this requirement as it will be posted on sam.gov with full and open competition. • Open Market Research: A Google search under “Dissecting Microscopes, USA Manufacture”. No domestic dissecting microscopes were identified that met the requirements for the end-user. • This requirement meets the definition of available off-the-shelf (COTS)item(s) as defined in FAR 2.101.

Anticipated mission impact if there is no waiver; Various methodological applications will be employed to study their biology at NIH Rocky mountain laboratories in the soon to be occupied RML insectary space. These studies would be severely impacted regarding the time it would take to run the experiments without the purchase of the dissecting microscopes.
