Procurement Summary
The NeuroTherapeutics Development Unit (NTDU) Translational Neuroscience (TNC) National Institute of Neurological Disorders and Stroke (NINDS) requires the purchase of a high throughput cell analysis system with the brand name or equal capabilities to the Agilent xCELLigence RTCA HT system to facilitate the screening and evaluation of toxicities to neurons and other cells following exposure to chemotoxic agents, toxic proteins and viral infections.
Waiver Rationale Summary
Domestically manufactured items were not identified during the market research phase of the procurement conducted under FAR Part 10 as described in the findings herein above under d.(1). In addition, the unrestricted Combined Synopsis/Solicitation shall be publicly posted on SAM.gov for 10 days to promote the competition. No offers for a domestic end product are anticipated to be received. Based on the information explained in the findings above, the feasibility of foregoing the requirement or providing a United States manufactured substitute has been considered and a domestically manufactured item meeting the Government’s need is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality.
