Procurement Summary
The Advanced Microwave Photonics Group recently placed an order for two dilution refrigerators. To perform high-speed, low-noise microwave measurements of superconducting qubits, these refrigerators need to be outfitted with microwave coaxial lines connecting the low-temperature stages to room temperature, rated up to 18GHz. Each fridge will require two input lines for parametric amplifier biasing and two output lines that are superconducting below 4 Kelvin. The coaxial lines need to be properly attenuated and thermalized at the different temperature stages to ensure proper operation of the dilution fridge.
Waiver Rationale Summary
I hereby determine that the dilution fridge wiring that meets APG’s minimum specifications is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities of satisfactory quality. Authority is hereby granted to procure the wiring of foreign origin (Finland), which shall be treated as a domestic article for this procurement, at a price of $36,600.00 including shipping/delivery costs to the destination.
