Procurement Summary

The U.S. Department of Commerce, National Institute of Standards and Technology, Physical Measurements Laboratory, Quantum Microcalorimeter Group (QMG) requires five (5) microwave amplifiers working in the 4-8 GHz bandwidth with a 1.5K noise temperature, a high IP3 saturation point, and appropriate accessories to bias the amplifiers. These will be used to build a quantum sensors system using the QMG’s Microwave Squid readout technology.

Waiver Rationale Summary

I hereby determine that a microwave amplifier meeting QMG’s minimum specifications is not mined, produced, nor manufactured in the United States in sufficient and reasonably available commercial quantities of satisfactory quality. Authority is hereby granted to procure the microwave amplifiers of foreign origin (Sweden), which shall be treated as a domestic article for this procurement, at a price of $57,660.00, including shipping/delivery costs to the destination.
