The National Institute of Neurological Disorders and Stroke (NINDS) requires three new micromanipulators to replace previous ones, which were damaged in a flood in December 2022. An effective micromanipulator is a crucial piece of kit for NINDS’ research as without it, the electrophysiological experiment would be impossible to perform.

Multiple responses were received, some of which were for brand name equivalents to the Luigs & Neumann micromanipulator. None of the quotes were for domestically manufactured end products, however, and only the Luigs & Neumann Micromanipulator (manufactured in Germany) was determined to be technically acceptable. The Buy American Statue does apply to this acquisition. Trade agreements do exist with Germany but this acquisition is below the threshold for WTO GPA of $183,000 published in FAR Part 25.402 for supply contracts. As a result, a waiver is requested.
