Procurement Summary
The U.S. Geological Survey Earthquake Science Center (ESC) is requesting an In-Place Inclinometer (IPI) system to monitor a borehole that crosses the Hayward fault and accrue deformation of grooved borehole casing. There are three significant problems with this portable inclinometer that we need to overcome: (1) It is labor intensive; (2) It is not temporally continuous, severely hindering our science; and (3) The portable inclinometer probe will become inoperable once the borehole has accumulated sufficient deformation. We currently encounter resistance when lowering and raising the portable inclinometer, so we anticipate that it will become unusable soon. We need to install an In-Place Inclinometer (IPI) system to overcome all three of these challenges.
Waiver Rationale Summary
We need to install an In-Place Inclinometer (IPI) system to overcome all three of these challenges. Best practice during IPI installation is to compare the IPI measurements with those of a portable inclinometer probe using the same sensor technology. To maintain consistency with about 30 years of data processing and guaranteed compatibility with the borehole casing and portable inclinometer probe, an IPI system from RST Instruments is required.
