Procurement Summary
The National Institute of Standards and Technology (NIST) is the US National Metrology Institute (NMI) responsible for establishing standards along with advancing measurement science, standards, and technology. The Sources and Detectors Group is engaged in constructing a novel sensor system and requires a Mid-Infrared Quantum Cascade Laser to perform absolute reflectance measurements of microscopic carbon nanotube coatings in support of calibrations and remote-sensing research activities. The laser must meet, or exceed, the minimum requirements listed below, including the ability to provide (~16.5 µm) light at a stable power of (> 1 mW).

From determination of D&F DNA: I hereby determine that a Mid-Infrared Quantum Cascade Laser is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities of satisfactory quality that will meet SDG’s requirement. Authority is hereby granted to procure the Mid-Infrared Quantum Cascade Laser of foreign origin (France), which shall be treated as a domestic article for this procurement, at a price of $42,989 inclusive of shipping/delivery costs to the destination.
