Procurement Summary
The National Institute of Standards and Technology (NIST), Physical Measurements Laboratory, Applied Physics Division, Quantum Nanophotonics Group (QNG) is involved in a series of projects involving single quantum dots (artificial atoms), optically active defects, and high-quality photonic resonators for non-classical light generation and photonic integrated circuits. To excite and measure these systems, a broadband laser source with excellent coherence and fine-tuning capability is required. Current wavelength requirements are quantum dots (750-800nm and 915-990nm), defect centers (730-770 nm), and photonic resonators (780nm and 980nm), but others are anticipated. To meet this need, a frequency-stabilized continuous-wave Ti:sapphire laser is required.
Waiver Rationale Summary
I hereby determine that a Ti:sapphire Laser System is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities of satisfactory quality that will meet QNG’s requirements. Authority is hereby granted to procure the Ti:sapphire Laser System of foreign origin (United Kingdom), which shall be treated as a domestic article for this procurement, at a price of $101,491 inclusive of shipping/delivery costs to the destination.
