Procurement Summary
The Infectious Disease Pathogenesis Section (IDPS) is a part of the Comparative Medicine Branch (CMB) of the National Institutes of Allergy & Infectious Disease (NIAID) requires a new and additional dual-retort tissue processor to maintain and manage the increasing workload and prepare for an older tissue processor unit’s retirement due to age, the IDPS requires an additional tissue processor with a dual retort with a 400-cassette capacity and two 200-cassette protocols to run in parallel on a single instrument. The instrument must be compatible with our existing Leica brand single-retort 200-cassette single-retort tissue processor, the Leica ASP 6025 Tissue Processor.
Waiver Rationale Summary
It has been determined that the Leica brand Dual Retort Tissue Processors or any other known brands are not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities and of satisfactory quality. Accordingly, the requirement of the Buy American Act that acquisitions be made from domestic sources, and that it be of domestic origin, is HHSAR PGI 32S Appendix AA Template for Individual or Class Determination and Findings (D&F) For Domestic Non-availability Exceptions to the Buy American Act not applicable to this acquisition, since the referenced acquisition is within the non-availability exception stated in the Buy American Act.
